Distributed generation models in Brazil

For micro e minigeração distribuída (MMGD, distributed microgeneration and minigeneration), a generator's first decision is which Sistema de Compensação de Energia Elétrica (SCEE, Electricity Net-Metering System) model applies. The definitions below come from art. 1 of Lei nº 14.300/2022 (Law 14,300/2022) and align with ANEEL (Brazil's electricity regulator) — Distributed Microgeneration and Minigeneration.

The four models

Autoconsumo local (local self-consumption)

art. 1, I

Distributed microgeneration or minigeneration electrically located with the load, within the SCEE, in which the surplus generated by the prosumer’s consumer unit is offset or credited to that same consumer unit.

When to use it. When generation and consumption are at the same connection point — the typical residential or commercial rooftop at the consumer unit’s address.

  • Generation located with the load (the same consumer unit consumes and receives the surplus credit).
  • Participation in the SCEE as distributed microgeneration or minigeneration.

Autoconsumo remoto (remote self-consumption)

art. 1, II

A model with consumer units held by the same legal entity (including headquarters and branches) or individual who owns a consumer unit with MMGD, with every consumer unit served by the same distribution utility.

When to use it. When the plant is at one address and offsets other consumer units under the same CPF/CNPJ (the same holder) within the same distribution utility — for example, a solar farm offsetting stores or headquarters/branches.

  • Same holder (individual or legal entity, including headquarters and branches).
  • Every consumer unit is served by the same distribution utility.

Geração compartilhada (shared generation)

art. 1, X

Consumers brought together through a consortium, cooperative, voluntary civil or building condominium, or any other civil association formed for this purpose, with a consumer unit that has MMGD and all units served by the same distribution utility.

When to use it. When several consumers — not necessarily under the same CPF/CNPJ — want to share generation from one or more plants and offset every participant’s consumption.

  • An associative form provided by law (consortium, cooperative, voluntary civil or building condominium, or another civil association formed for this purpose).
  • Every consumer unit is served by the same distribution utility.

Gap / transparency

  • Allocation percentages, corporate agreements, and taxation among participants are not detailed in art. 1, X — check ANEEL regulations and the association’s own documents.

Empreendimento de múltiplas unidades consumidoras (EMUC, multiple-consumer-unit development)

art. 1, VII

A set of consumer units on the same or contiguous properties, without separation by public roads, overhead or underground passages, or properties belonging to third parties outside the development. The common-area facilities through which MMGD connects form a separate consumer unit; energy is used independently under the responsibility of the condominium, management, or owner.

When to use it. Building condominiums and developments with several consumer units on the same or contiguous land, typically with generation in a common area and allocation among unit owners.

  • Consumer units on the same or contiguous properties (without separation by a public road or third parties outside the development).
  • The common area is a separate consumer unit responsible for the MMGD connection.

Gap / transparency

  • “EMUC” is an industry acronym; the statute uses “development with multiple consumer units.”
  • ANEEL states that energy may be divided among unit owners by percentages or a priority order defined by the consumers themselves — operational details are in regulations and the utility’s procedure, not art. 1, VII.

Capacity limits

Confirmed in art. 1 of Law 14,300 and ANEEL's text: micro ≤ 75 kW; mini above 75 kW with a ceiling of 3 MW (non-dispatchable) or 5 MW(dispatchable). It is not “always up to 5 MW.”
